I saw this cute idea on another couple of sites here and here. Take a look at how these crafty ladies turned a lowly paint chip into an envelope to hold business cards. You could alter these things up really cute! Try making them for holding a collection of ATCs or even those Flickr Moo mini cards. There is a tutorial with pattern for making the envelopes here on Designverb.

Mary may have found it for you: 7 Gypsies. She put the link in her comment on the post from today (1:40pm) with your question in it.

Hi, I’m not sure which one that would’ve been but it looks like a lot of manufacturer’s displays included framed papers on the wall. I just don’t know about the ribbon part. e.g. Tinkering Ink: http://tinkeringink.typepad.com/blog/2007/02/cha_report.html

You could also try looking for it at Lifetime Moments: http://mb.lifetimemoments.com/viewforum.php?f=54
I will put up a new post with your question and maybe someone else will know!

Do you know which company used frames hung in multiples using ribbon to connect them at CHA? I can’t seem to find the picture of the display again?
